Ryan's Take

Same Senate. Opposite Rule.

Republicans keep the Texas Senate. A Democrat won lieutenant governor. Now the rules may change. Same Senate, opposite rule. Here is the record.

Texas voters picked a lieutenant governor on Tuesday. By Thursday, people were asking how much of the job she gets to keep. Rules are rules. Until the wrong person wins.

Plain English summary

Democrat Vikki Goodwin beat Lt. Gov. Dan Patrick on November 3. Multiple outlets, including CBS Texas and the Houston Chronicle, report it. (DOCUMENTED INFERENCE until the state canvass is final.)

Republicans keep the Texas Senate, 19 seats out of 31, according to KPRC and Houston Public Media reporting. (DOCUMENTED INFERENCE)

The lieutenant governor runs the Senate. But a lot of that power is not written in state law. It lives in the Senate's own rulebook. And the Senate majority writes the rulebook.

Now political observers say Senate Republicans could rewrite those rules to take power away from Goodwin before she ever picks up the gavel. (DOCUMENTED INFERENCE)

Nothing has been voted on. Nothing has been adopted. But the conversation is happening out loud.

Why it matters

Whoever controls the Senate rules controls which bills live and which bills die.

That means your property tax bill. Your school. Your county's roads. Every one of those fights goes through the Senate.

East Texas does not get a vote on the Senate rules. Thirty-one senators do. So East Texas needs to watch what they do with it.

The receipt

FACT. The Texas Constitution makes the lieutenant governor the President of the Senate. Texas Constitution, Art. 4, Sec. 16

FACT. The Texas Constitution lets each house of the Legislature set the rules of its own proceedings. Texas Constitution, Art. 3, Sec. 11

FACT. The Senate publishes its rules. Those rules are where most of the day-to-day power sits. Texas Senate Rules

DOCUMENTED INFERENCE. KPRC reports the lieutenant governor's power over committee assignments, which committee gets a bill, and which bills reach the floor comes mainly from Senate rules. It reports Republicans appear to have the votes to change those rules by simple majority. KPRC Click2Houston, Nov. 5, 2026

DOCUMENTED INFERENCE. Quorum Report editor Scott Braddock told KPRC the Senate GOP caucus met this week in what he called "almost an emergency meeting." He said a rules change would "be criticized as a power grab, but I do see that as likely." That is his analysis. It is not a vote.

DOCUMENTED INFERENCE. Republican consultant Garrett Fulce told Houston Public Media there is "little reason to let the Democrats control the daily business of the Senate." SMU political scientist Cal Jillson called a move like that "a bad look." Red River Radio, Nov. 6, 2026

DOCUMENTED INFERENCE. Governor-elect Gina Hinojosa said at her first post-election news conference, "The people of Texas have spoken." Goodwin has said she will lead the Senate. Austin American-Statesman

DOCUMENTED INFERENCE. Separately, KPRC reports state Rep. Brian Harrison asked Gov. Greg Abbott for a special session to limit the governor's emergency powers before Hinojosa takes office. Abbott has not called one. That is a different fight about a different office. Do not mix them up.

What Ryan says

I am a conservative. Goodwin is not my pick.

That is not the question.

The question is whether the rule means the same thing on Wednesday that it meant on Monday.

For years, the lieutenant governor ran the Texas Senate with a strong hand. I did not hear Republicans calling that office too powerful.

Now a Democrat wins it. And suddenly the job is too big?

Same Senate. Opposite rule.

I have spent a long time telling you the record does not lie. Here is the record. The power was fine when our side held it. If it was too much power, it was too much power under Patrick too. Say that, fix it, and make it stick for whoever wins next.

If it was not too much power, leave it alone. Beat her on the issues. Beat her in the votes. Beat her in 2030.

Do not change the rules after the score is posted.

People in East Texas understand this. You do not move the property line after the survey comes back. You do not change the deer lease rules after the other man fills his tag.

If Republicans want my trust, they earn it by playing the same game both ways.

What this does not prove

It does not prove Senate Republicans will change any rule. No proposal has been filed. No vote has been taken.

It does not prove which powers would be touched. No outlet I read named a specific rule change.

It does not prove any senator, by name, supports the idea. The caucus discussions are described without names.

What it does prove

It proves the lieutenant governor's power over the Senate's daily business is mostly a matter of Senate rules, and the Senate majority controls those rules.

It proves the people with the most influence over this are 31 senators, not the voters who just went to the polls.

It proves the conversation is public, and the rules get set in Austin, starting January 12.

The bottom line

Voters made a decision Tuesday. Some of us did not like it.

That is how it works.

If the rules were good enough for the last man, they are good enough for the next one. If they were not, fix them for everybody, forever, in the open.

Watch the Senate rules vote in January. Write down who votes how.

The record does not lie.

Do not threaten anyone. Do not harass anyone. Do not contact anyone in my name. Read it. Share it. Send receipts, evidence, witnesses. Put eyes on the record.

You made it to the end
