The 2023-2024 IGP appeal chain documents that the DC DOC grievance procedure was not merely slow or unresponsive — it was actively manipulated. Coordinator T. Campbell denied properly filed and received-date-stamped grievances by claiming "WE HAVE NO HISTORY" of them. Detainees were pressured to sign forms marking complaints as "resolved" when nothing had been resolved. Backdated entries appear in the official record. A notarized witness statement in the case file names U.S. Marshal Ricky Rice and DC DOC Chief Anderton as having acknowledged that the IGP is broken. This grievance documents the meta-grievance: the institutional gaslighting that made all other grievances theoretical.
