Gross confirms in writing Glovers statement that DC DOC is not Nicholss immediate custodian, only houses him for USMS because there is no federal facility in DC, and that USMS (Lamont Ruffin) can take him at any time for any reason.

Ruffin (D.C., 333 Constitution Ave NW Room 1500) confirming Mr. Nichols was transferred to Rappahannock Regional Jail (RRJ).
