After being transferred without notice from DC DOC in September 2022, Ryan was held at Rappahannock Regional Jail in Virginia. The same pattern of conditions and the same grievance-process sabotage followed him there: four signed grievance forms in early October 2022 with six co-signed witness statements from fellow detainees (Dustin Gammons #51547, Richard Jong Pak #98201, Andrew Combs, Joshua Roberts #00046579, Abraham B, Worzel Jacobs #51556) documenting denied recreation, medical neglect, beatings, and retaliation. Cellmate John Obarr signed a sworn statement that Cpl O'Connor admitted the lockdowns were "due to understaffing, not security." 1,945 recreation minutes were lost over a 14-day window — itemized in the formal grievance — and the multi-week 23-hour-per-day lockdown was explicitly characterized as "MENTAL TORTURE" in the filings.
